Pour the cold milk in a sauce pan and add the corn or wheat starch as well as the rice flour and beat it until all mixed and smooth.
Place the sauce pan over medium to high heat and add the sugar in it.
Start stirring the mixture until starts to thicken. Be careful not to leave the it otherwise it will stick to the bottom of the saucepan and will burn.
The thickness of this porridge depends on you if you like to have more tick keep it more over the heat.
Once you reach to the desired thickness add the cooking cream and rose water and stir for some more seconds until everything is mixes and then remove it from the heat.
Serve it hot.
Sprinkle some cinnamon powder over it and serve.
